Lushana Offutt, SVP, Government Operations brings over 20 years of defense sector experience, with vast relationships within the Department of Defense (DoD), Federal Government and industry. Most recently, she served as Senior Vice President, Operations at ADS Inc., a leading provider of equipment, procurement, logistics, and supply chain solutions to the DoD as well as federal, state and local agencies. She helped develop the Company’s business strategy, while overseeing all support functions including proposal development, contract administration, information technology, purchasing, inventory, and logistics. Previously, she served as Senior Vice President, Strategy, leading business development initiatives, while also implementing a capture management process companywide. She joined ADS in 2008 as Vice President, Program Business Development and later served as Vice President, Air Force, Army and International Sales.
In 2003, Ms. Offutt joined SYColeman Corporation, where she held various titles and responsibilities, including Program Management Support and Industrial Base Liaison, with direct oversight of the Army’s Rapid Fielding Initiative and advised on the acquisition strategy for PM Clothing and Individual Equipment (CIE) requirements. SYColeman was later acquired by L3 Communications (now L3 Technologies, Inc. – NYSE: LLL). She began her career with NISH, a national non-profit agency that creates employment opportunities for people with significant disabilities, fulfilling contracting needs for the Federal Government, commercial businesses and government contractors. With NISH, she served as a Project Engineer to more than 30 Government contractors for over 60 Federal Government contracts. Later, she was promoted to National Account Manager, overseeing contracts and new business development initiatives with the Defense Logistics Agency (DLA), Natick, Special Operations Forces, PM Infantry Combat Equipment and PM CIE.
Ms. Offutt is a graduate of West Virginia University where she received a Bachelor of Science degree in Industrial and Management Systems Engineering. She also received a Master of Business Administration degree from American University.
